Nigeria Customs Debunks Rumoured Charges for Migration of Form M to B’Odogwu System

The Nigeria Customs Service (NCS) has firmly debunked claims suggesting that importers or their agents are required to make payments to migrate Form M from the Nigeria Integrated Customs Information System (NICIS II) to the new B’Odogwu Trade Management System.

 

In a press statement issued on Friday, July 11, 2025, and signed by the National Public Relations Officer, Assistant Comptroller Abdullahi Maiwada, the Service described such reports as “false, misleading and entirely unfounded.”

 

According to the statement, the migration of Form M is a technical and administrative procedure being handled solely by the NCS to ensure continuity in trade documentation as the B’Odogwu system is being gradually rolled out across Customs Area Commands.

 

“At no point has the NCS introduced, approved, or authorised any fee for migrating Form M from NICIS II to B’Odogwu,” the Service stated.

 

To facilitate the migration, importers and agents whose Bills of Lading or manifests have been transmitted via B’Odogwu but whose Form M was initially registered on NICIS II are required to submit a soft copy of their existing Form M to the Technical Supervisor (TS) at their respective Commands. This process, the Service emphasised, is free of charge.

 

Following the migration, users are to log into the B’Odogwu platform, locate the registered Form M, view its details, and proceed to generate a Pre-Arrival Assessment Report (PAAR) by clicking the “Create PAAR” button.

 

NCS also cautioned stakeholders against falling victim to fraudulent individuals or groups soliciting payments under the guise of facilitating the migration process.

 

“Such practices are illegal and undermine the Service’s commitment to transparency and trade facilitation,” the statement warned.

 

The Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR, reaffirmed the agency’s resolve to provide a transparent, efficient, and technology-driven trade environment.

 

Stakeholders were urged to report any misconduct through official Customs channels.
